US Missiles:
The USSR may have had missiles in Cuba, but in reality it seems reasonable since the US had missiles in the UK, Italy, and Turkey. In total the missiles could hit pretty much every major area in the western USSR. They were all also strategically placed to be able to each hit Moscow.
Coming to an Agreement:
Both countries were posed with a threat from the other. In a letter to Kennedy, Khrushchev said, "The greatest joy for all peoples would be the announcement of our agreement." This agreement was to remove all missiles from Cuba and Turkey, remove the quarantine from Cuba, and leave Cuba and Turkey out of the war. In response, Kennedy wrote a public letter agreeing to everything, except the Turkey missiles, which he never mentions. However, Robert Kennedy talked with the Russian ambassador and said, "I think that in order to withdraw these bases from Turkey we need 4-5 months. However, the president can’t say anything public in this regard about Turkey." They agreed to remove the missiles with time, but didn't want to let the public know about them. Because of this, the USSR came out looking as if they were weak, when the reality was that both sides came to an agreement to remove their weapons.
